Carl was born in Illinois and served in the US Navy for 21 years. Carl's softball officiating career started while he was in high school continued through his military career and is still active today. While stationed at NAS Miramar he joined the Armed Force's Officials Assocation and served as their Basketball Instructor Chairman and assignor for two years.
In 1970, Carl joined the Tri-City Basketball Officials Assocation where he served as their Instructional Chairman for two years and their assignor for 28 years.
In 1974, Carl joined the San Diego County Football Officials
