A 1962 graduate from Hoover High School. Fred lettered in football, basketball and baseball. Fred went on to play baseball for USD, where he graduated with a degree in History in 1967.
In 1967, he joined the San Diego County Basketball Officials Association. Fred served as President and instructional leader and ratings chairman in local association.
Fred has officiated in five different Division I Conferences: the WAC, Big West, WCC, PAC-10 and Big Sky. Fred has been selected to the NCAA Division I tournaments ten times.
