Steven J. Rotsart, Jr., a native San Diegan, joined the San Diego Water Polo Officials Association and began officiating high school and club level games before enrolling at San Diego State University. Due to his bold personality and passion for the game Rotsart advanced of officiating at the junior college and NCAA levels while volunteering at practices and scrimmages for the Men’s and Women’s national team. Rotsart began his international officiating career when he traveled to Germany with the USA National Youth Boys’ Team in 2000. A few years later Rotsart became the editor of the national water polo rule book. He has since developed the core educational and training systems for water polo
